They called us at 11 am to Check out , even our before, we could not use the spa, and 7:30 in the Morning Garden work just outside out window , horrible

Room very clean, staff very kind. The problem was that before checking out I was very surprised to find out from the front desk that I have an 8-day fee to pay. City tax... 51 Euro it wasn't included in the hotel price booking...??? Doesn't seem fair to me.... I was visiting Hamburg for a few days .... Why do tourists have to pay this tax?
